There are nearly 21,000 kilometers of roads in Jamaica, of which more than 15,000 are paved. Since the late 1990s, the government of Jamaica has been working on a series of projects to improve the country's infrastructure with the help of private investors. One of these projects is the construction of a network of freeways, which are the first access-controlled roads of their kind on the island and connect the island's main cities. 33 kilometers of freeway have been completed so far as part of this project.

The Highway 2000 project is currently going through a series of phases or legs, with the ultimate goal of connecting Kingston, Montego Bay, and the north coast. The highway network that connects Kingston and Mandeville is Phase 1, and it has been subdivided into the following phases: Phase 1a (the Kingston-Bushy Park highway, which is actually Kingston-Sandy Bay) and Phase 1b (the Sandy Bay-Williamsfield upgrade) were both completed in June 2006. The highway that connects Old Harbour to Ocho Rios is called Phase 2a, and the highway that connects Mandeville to Montego Bay is called Phase 2b.
