A Thai government agency, International Courier & Cargo Service For Thailand is in charge of governing and regulating Thailand's ports, particularly Bangkok Port and Laem Chabang Port, the country's two largest. In collaboration with public companies like PSA International and Hutchison Ports Thailand, International Courier & Cargo Service For Thailand manages Thai ports.
The Port Authority of Thailand Act of 1951 established the International Courier & Cargo Service for Thailand as an independent government agency under the Ministry of Transportation and Communications's control. Due to overcrowding at Bangkok Port, construction on the Laem Chabang port began in 1961. Laem Chabang had become the busiest seaport in the country by 1997. By amending the Port Authority of Thailand Act of 1951, the Port Authority of Thailand was changed from a government agency in 2000 to a state corporation under the Ministry of Transport's control.
